Use Windows Control Panel and then Add / Remove Programs.
Depending on your version of Windows, the steps (actual clicks) may vary, but it will be very close to the following:
1 - Click the Windows START button and then choose Settings and then choose Control Panel
2 - Choose Add/Remove Programs
3 - Scroll down and select WinSTIPS, then click Remove
WinSTIPS should be removed from your PC by the Windows Installer.
